Q4 2026 Statewide Rate Trends



Q4 2026 rates are now available for California’s six remaining statewide carriers (keeping the pending exit of Health Net in mind). The chart below compares each carrier’s statewide average increase from Q3 to Q4 along with its year-over-year rate change, separated by HMO and PPO products.

While most quarterly adjustments remain in the low- to mid-single digits, the year-over-year figures reveal considerably more pressure, particularly within the PPO market.

Kaiser Permanente maintained its 2026 rates throughout all of 2026, while CaliforniaChoice results vary by participating carrier, plan, and region.

These averages provide a helpful statewide benchmark, but actual rate changes will vary based on region, plan, network, and group-specific factors. With meaningful differences among carriers, evaluating the full market remains essential when developing renewal and transition strategies.
